The steel wire pushes on the rubber to keep it closed. As in your photo: vent closed. When turning the plastic knob, the steel wire turns downwards and no longer pushes on the rubber flap. With the overpressure from the cabin the flaps will let the air through out the vent at the rear near the rear ...

Rob, try tightening the philips head screw on the other side. That's where you tighten the friction. The clips near the rear view mirror are just for holding them.

You can write Fiat a letter. Try writing the Fiat importer or directly the Fiat factory.
I got a letter with my car with the production year confirmation, but they did not have other info. It was nice that they wrote back though.

Check the cable to the heater valve under the dash in the top left of the right footwell. Heat and cold should perfectly work. Even a good working fan is no comparison for a modern day car. But a installing a new fan (cheap on ebay) makes a big difference compared to an old noisy one. The other swit...
