VIN TAG Upper Number

What does the upper number on the VIN Tag mean? Mine is DGM 7308 0M, I've seen DGM 50610M on other cars?

DGM = Direzione Generale dei Trasporti
It is the number of the car homologation issued by the Ministry of Italian transport.
