Dino Spider luggage rack?

Hello to all,
One of the previous owners of my 2400 spider was kind enough to send me a picture of the car recently, taken in Italy in 1981. It shows the car equipped with an unusual-looking luggage rack, the likes of which I am not familiar! Would anyone by chance have seen something like this, or have any guesses?
