Blue Fuse tube on the inner fender

Can anyone tell me what role does the Blue tube fuse holder on the top driver side fender?
What type of fuse does it require?

I believe that's a resistor, not a fuse.

I might have a spare. And if I don't, I can measure the resistance of one so you can get something at Radio Shack to replace it
